           It would give me pleasure to have Capt Theo T. Brown on duty at this Rendezvous, but I have no authority to order him here, he should apply to the War Department Stating his case and asking for orders to report to me for light duty ~

           I have no doubt that such a request would be granted, particularly if backed by a letter from yourself.

           Capt Brown is entitled to admission into the Veteran Reserve Corps, and I should advise him to apply for it.
