Dear Sir

I am informed upon my return to this city that you have, in response to my request, tendered to my brother Captain Eugene A Carr the position of colonel of the Third Regiment of ills Cavalry. - Allow me sincerely and cordially to express to you my most profound gratitude for this compliment extended to him - Whether he shall succeed in obtaining permission from the War Department at Washington to assume command of the Regiment; or failing to do so, be obliged to decline the appointment, I shall feel under especial obligations to you - Should he accept the position I hope & may say Expect that the interests of our common country in this most righteous war for the enforcement of constitutional obligations Every Where in the Republic will be promoted by his appointment
