I have the honor to congratulate you in your triumphant election. Illinois, great in war, is great in peace, and under your administration her greatness will not grow less.

If in the discharge of your official duties you can appoint Col. John S. Loomis Adjutant General, the appointment will be very pleasing to me, and, I think generally so to the military. Of Col. Loomis' abilities I need not speak.
