His Excy Richard Yates

Dear sir

Capn Blackburn will hand you this line, he has raised a company of Cavalry that will compare favorably with any one raised in the State. He visits Springfield for the purpose of making arrangements for the reception and transportation of his company. As a Citizen and a Soldier, I can and do with pleasure recommend him to your favorable consideration. And I feel assured that he would do credit to any position that you might think proper to assign him in the Regiment. any attentions shown Capt Blackburn will be regarded as a personal favor done

Yours Most Respectfully
