Decatur Ill. Sep 15 1864 His excellency Gov Richard Yates
Hon. Sir:
Having just received through your hands an order from the Hon. Sec. of War, removing the disability resulting from my dismissal in Sept last, and thus leaving me again free to act.
I avail myself of this early opportunity to ask your Excellency's interposition in getting authority from the Secretary of War, to raise a command in this State for service in the field. I have numerous offers of men, both Veterans mustered out of Service and Citizens who desire to go in a command under me.
I can raise in a very short period of time a regiment of Soldiers who have served 3 years and over and by Connecting with them citizens three or four Regiments. As I have been unfortunate in getting wounded and in my dismissal I beg this privilege either for one of three years Service, believing that I can be of some use in the service in putting down this "unholy rebellion"
I pray your aid in getting me this permission.
