Sir,

I have the honor to enclose a recommendation from Hon. Robt B. Latham, late Col. 106th Infy. Ills. Vols. which he desired to have attached to the Petition for the appointment of Lieut. Chas. H. Miller, Adjt 106th Ills. to the position of Captain in the Regular Army, that Col. Henry Yates has done me the honor, to hand to you, for your recommendation and furtherance.

You were busy when I called at your office this morning and I could not see you, and as I could not remain I take this means of communicating. If the paper above referred to is not already forwarded to Washington please enclose the letter to Co. Latham with it, when it is forwarded, and much oblige
