His Excellency Richard Yates Governor of Illinois

Sir:

I have the honor to state in reply to the petition for the release of John B. Hanger and Alexander Dull prisoners of war at Camp Morton Ind. forwarded by your Excellency on the 15th ult; that under the rules of the War Department their cases must be held with the usual reserve; the circumstances not being such as to justify a more favorable consideration at this time. In the meantime the prisoners will not be sent South for exchange against their consent
