Dear Sir - I understand Col. Payne, Commanding 9th Regt Ill. Vol has been promoted to Brig. Genl - Should the appointment of a Col. to his Regt rest with you, may I suggest to your favorable consideration Major Jesse J. Phillips who was elected Major of the 9th upon its first organization, and has continued with it to the present time. Major Phillips was the first of our young men to raise a Company in our county, and i understand has made great proficiency in Military discipline and has the entire confidence of all his men and officers - He springs from an old Democratic party here, and his appointment would have a good influence. besides I deem him every way competent. Old Montgomery has furnished some 8011 troops - one whole company went to Missouri, besides a number


squads - one or two companies can be raised here yet, I think, if the right men take hold of it - At the age of 54 I have hard work to keep down the military fever myself -
