I would most respectfully return the enclosed paper, with the following statement:

Having learned from Adj. Fuller, that there were complaints against Com'y Dept. at Camp Butler; I had the honor to accompany the Genl; Maj. Heffernan and Capt Campbell, as soon thereafter to the Camp yesterday, as possible, to correct any wrong that might be discovered. I had the honor and gratification to meet Col Humphreys Inspector General, then inspecting the camp, who had just investigated the only charge against Com'ry Dept. to wit: that soft or Baker's bread was not furnished, in sufficient quantities; but, the Inspector General, learning from


Comy Agt, that the troops were precipitated upon the Camp in large numbers, without notice to Com'ry Dept, he was exonerated from all blame, and a written statement to this effect was kindly approved by the Colonel.

As to the changes in the paper referred to me, I would most respectfully say, that the subsistence is issued on ration returns. Such returns are promptly filled---these returns are commonly for 100 more or less men for several days at a time, in bulk. After the provision leaves the Comry Storehouse, the Commissay looses all control over it---like the merchant he fills the orders, but cannot follow the stores into the various families, and meddle with the internal regulations of the messes or companies. If any one fails to get enough to eat, it is not the fault of Comry, unless it can be shown he has not issued all that the ration return calls for.

I will do all in my power


to accommodate and think I have made arrangement, that will enable me to keep ahead with soft bread.
