Sir

I take the liberty of again addressing you in regard to my reccommendation of the appointment of William R. Lockwood of this city as Colonel of one of the Illinois Regiments. I do most sincerely urge his appointment as due to his military and business qualifications, as one in perfect accordance with the public good, the good of the Service, and one that would be highly gratifying to the many personal friends of your Excellency in this part of the State, and to the many friends of Mr L.

If it were proper to urge any other reason, I would ask that as a personal favor to me, one ever to be remembered, the fitness of the appointment might be taken into consideration
