Dear Sir
In answer to your letter of June 24, I would reply that the restriction of the age of the commissioned officers, is a formality rarely brought into use and as regards election. The officer elected is ordinarily appointed except in case of disqualification or misconduct.
I am glad to see that the Union sentiment prevails among the citizens of Massac and regret that is not at present in my power to call you into service to fight the battles of your country.
