A remittance has been required in your favor of $1,000,000 to pay the Illinois expenditures and contracts for clothing and equipping troops properly chargeable to the Q.M. Dept.

I enclose a copy of the order of the Adjutant General in relation to expenditures payable by the officers of his department out of the appropriation of $2,000,000. for collecting, drilling, & organizing volunteers.

The expenditures noted in this order should not be paid out of Q. M. funds. (Gen Order No. 70. Sept 3rd 1861)
