To His Excellency Richard.Yates Governor of Illinois

Dr. Sir: Captain John L. Campbell of the Third Illinois Cavalry, is a gentleman with whom I have been closely acquainted all my life as fellow townsmen. The Capt is strictly temperate -- moral, industrias and intellegint. I recommend him to you as eminently suitable for the position of Major to the 3d Regiment Illinois Cavalry. I see by a recent Order from the War Department that each Regiment of Cavalry is entitled to three Majors. I hope Capt. Campbell will receive the appointment.
