I enclose the slip that was accidentally left out of and referred to in my letter of yesterday.

I observe that Congress is about to pass a law authorizing the State of Kentucky train (at the expense of the General Government) a state force for its own protection or to repel invasion, and has been amended so as to include all states. What does this mean?

I have met Genl Wool and he seems in earnest in his work and if he does all that ought to be done his position is no sinacure. And I think all the loyal States will have to be divided into similar departments
