In the Field, VA, January 14th, 1865

Governor:

I have the honor to request the

promotion of Assistant Surgeon William Woodward

39th Illinois, whom I consider a faithful

and deserving officer. He has served in his

present position (grade) over two years,

and in one capacity or another, has

been in the Army nearly four years. I

think that the time has come for this

recognition of his services. In asmuch as

an examination before a medical

Board, at a distance would be inconvenient both

to himself and the service, I will if you

acquiesce detail a board of medical

officers to examine him as to his

professional qualifications.
