Vittoria Canada West January 23" 1865 Gov Yates Dear Sir: Although a stranger to you I am your fellow citizen, and political friend. I reside in Onarga, Iroquois Co, Ills -- I am well acquainted with Chas H Wood and Dr Frank Blades to whom I would refer you. I came here on business and find I cannot get out without great trouble and expense as I must identify myself to an Am Consul as an American Citizen before I can get a rapport [passport?]---Would it be asking too much to request you to write to

Washington D.C. and ask the proper authorities there to send me here by mail a permit to visit Canada and return-I would gladly pay any expense it would be necessary to make if you would inform me of the amount or you might draw on Chas H.
