with G. H. Waters letter 5/27/65 Camp 1st Division 4th Army Corps Near Nashville Tenn May 26th 1865 To the Adjutant General U.S.A. The undersigned officers of the 1st Division 4th Army Corps understanding that Lieut Joseph G. Waters with Ill. Vol. Infty has been recommended for a position in the Regular Army, beg leave to add our testimony to his ability and gallantry. He enlisted as a private soldier and served as such until after the battle of "Stone River" where he was severely wounded. he was promoted to his present position in March 1863. and has been in every engagement that has taken place in the Department of the Cumberland since. Was again wounded at Franklin Nov 30th 1864. Since Aug 1864 he has served on the Staff of Brevet Major General Kimball. We recommend him to the favor of the General Government.

I know him intimately and can in addition to what has been said above, say, that he is a young gentleman of rare ability and of superior talent, possessing every requisite needed to make the true solider and gentleman and worthy any position. Talent, morals, and gallantry seem to be centered in him. He deserved the favor of the government and I take pleasure in recommending him for position in the Regular Army.
