Dr Govenor

I have reluctantly concluded to again call on you for a favour to wit From present indications orders will soon be issued to muster out of service a large portion of the Pay Dept. I dont know what if any particular rule until adopted (perhaps none) Inasmuch as I have been in the business the past two & a half years and flatter myself that I am somewhat posted in my duties. I would be glad to remain in the service for the present, for the following reasons. My business at home is of cource broken up and it is considered rather an unfavourable time to commence anew, and for the additional reason, that the final accounting officer at Washington (owing to the great amount of business conducted in his office) is far behind in settling

up with disbursing officers and will necesisarily be for some considerable time to come owing to the fact that maney have resigned & maney others will be mustered out. It of cource would be desirable to me to remain in the service till I could settle up my accounts promptly at Washington as it will require the attention of disbursing officers more or less till their accounts are finally settle up. I feel confident that an intimation from you to the Hon Sec of War that he would retain me in the service as long as additionell PMs are required of cource he can regulate & designate those that are to be retained and think he would not hesitate to accomodate your wishes in the matter. I presume orders will soon be issued designating those to be mustered out.

With high regard

I am truly yours etc

Chas Newcomer
