Rich'd. Yates, Gov. of Ills.

Sir: Allow me to say a word or two for an old personal friend, who is a political friend of yourself, I allude to Capt. John L. Campbell, of Equality, Ill. commanding a company of Col. Carr's Cavalry regiment. He desires to be appointed a Major in that regiment and as he is a gentleman of merit and as under the recent order from the War Department the number of Majors for the Cavalry is to be increased I hope you will appoint him. He is a man upon whom you may safely rely in all circumstances.
