This will be handed you by Captain E. W Hulburd of the 23d Ills. regiment commanded by Col. Mulligan now at Lexington Mo. Capt. H. resides in Grundy Co Ill. He is an acquaintance and friend of mine. He is a gentleman and man of honor. Possesses brains and experience. He may desire assistance at your hands. You can rely upon his veracity. [Trust?] and help him after hearing his statement
