Sir

I am requested by the Union Leauge or Council to which I belong to enquire of your Hon if proper, if any provision or arrangement is made by which these organizations can be recognized & provided with arms in case of insurrection, out braking, or resistance to the draft. We feel there may be a necessity for us to make some arrangement by which, we may guard against surprise. We are satisfyed that there are organziations even here for the purpose of resisting the authority that be.
