Dear Sir

In consideration of the present condition of your Regiment, and since you have been directed by the Adjutant General of the Western Department U.S.A. to recruit it. I recommend to you that you call all of your officers together at some convenient place, and ascertain from them whether or not they desire to aid in reconstructing the regiment and that such as do be at once directed if not under parole to proceed to enlist men.

decline to go into your Regiment, I should regard that company as entirely disbanded and in that case some other company already organized might be transferred to your regiment, or a new one enlisted for the purpose of filling it up. Capt Barkers company having been disorganized so far as your regiment is concerned There would be a place vacant for one at least. I am willing to appoint the 2nd and 3rd Majors of your Regiment with your advice in such a manner as to aid you in the reorganization of your Regiment
