His Excellency

Gov. Yates

My Dear Sir

You will probably think that a cer [torn out] article in this morn Trib [torn out] is hardly consistent with "armed neutrality" in regard to the Senatorial Question. Well, you know, "the Majority must rule", and if I should say, that a Majority are against me you would be satisfied that the paper is kept as near the line of neutrality as it is. My effort has been and shall be to keep it as near to that mark as possible.

Very Truly
