In this portait, Victor I. Phillips is wearing his fully-buttoned Union military jacket. His portrait is pasted onto a cardstock-like mat so that the oval design on the matting frames the portrait. The frame contains a damask-like design with tassles. Under his photograph is written, "'Yours Truly' Victor [underlined]." Phillips served in the 63rd Illinois Infantry, Company A during the American Civil War.
