Richard Yates

Dear Sir

Lieutenant Colonel F. A. Harrington of the 27th Regiment is an indefatigable officer and an accomplished tactitian. He is a candidate for the Colonelcy of the Artillery Regiment now being formed under your direction. I do not know an officer in the volunteer Service of this state who would be more efficient in disciplining and instructing the Regiment. I commend his claims to your consideration.
