In the final panel Taft leaves to got to the mountain of sentiment with a speech in hand on further dropping the tariff.

President William H. Taft (1909-1913) called Congress into a special session to discuss tariff reductions in 1909; however, once the bill reached the Senate, powerful Republican Senator Nelson W.
