The Citizens of Schuyler, and other counties on this side of the River desire to raise an additional Regt to be placed under the command of Capt D P Wells as Col: He visits you to obtain the necessary authority and I hope it will be granted.
He is a good man, and gallant officer, and has already been sometime in the service.
