Dear Sir

Since I wrote you yesterday evening in relation to the appointment of Capt. Mumford to the 3rd Maj. 5th Cavalry I have seen Lieut Col Wiley on the subject. He declines to recommend any one & says he has declined to recommend any one as there are other applicants, among them a Capt Pearson who is from the same county as the 1st Maj, [Jefferson?] I can add nothing to What I have already said except Mumfords own speech “[Illegible] the officers thus far of the Regt are all Republicans and the [new one?] all Democrats” but as your cannot justify he [charged?] with very much partiality in this behalf I do not know that this agreement ought to have much force. So do what you please about it. I am satisfied [illegible] I would be glad to have the recruits
