Dr Sir

I do not know whether or not the rumors in relation to a called Session are correct but conceive that it may in that case be advisable for the Executive to have evidence of an Existing Vacancy.

I therefore send the enclosed. If it is not needed it will do no harm.

As the political condition of the State be thoroughly gone to the d-v-- and the whole matter has been thrown into the hands of a Convention that will sweep out with the besom of destruction I don't know as it makes any difference whatever whether there be a Session or not. But if the within be of any use - why use it. If not let it be among the many useless endeavors to aid others which have given me the opportunity to subscribe myself the best abused man in the State, but surviving
