His Excellency Richard Yates,

Gov. State of Illinois

Sir:

I beg leave to say to you that Capt. J.M.True of Col. Carlin's Regiment, who is about to visit Springfield, is an old and well known citizen of our County and one who has from the first distinguished himself by his zeal in the cause of the war.

I understand from numerous sources that he has acquitted himself in the field particularly at Fredericktown Mo. in such a way as to secure the confidence and respect of the officers and soldiers both for his skill and bravery. He is considered a man of sterling courage and is a man of excellent moral character.

Any promotion which might be given him I feel sure would be well bestowed.
