I know Captain McHenry Brooks of the 27" Regiment Ill In Vols to be a most excellent gentleman, a man of ability, and of stern uncompromising patriotism, a friend to the Union from the begining of our national troubles. And should it please you to promote him to the position lately made vacant in his regiment, it would not only be highly gratifying to myself, but also to a large number of our friends in Southern Illinois.
