Head Quarters 1st Division

Fort Donelson Feby 22d 1862.

His Excellency

Richard Yates

Gov. of Ill.

Sir: Having previously recommended 2d. Lieut H. C. Freeman, Engr. of my Division, for promotion, I beg to intrude upon your attention again, for the same purpose.

No officer in my command has displayed greater activity and enterprize than himself. In his department his services have been invaluable, Can't you commission him as Illl State Engineer? I hope so, and that you will early do it.

Respectfully

Your Obdt Servt

John A. McClernand

Brig. Genl. Comg

1st Divn.

Genl J. A. McClernand

Recommends 2nd Lieut Freeman for State Engineer

Entd

Lieut Freeman greatly distinguished himself at Donaldson. I became acquainted with & found him a Gentleman of superior attainments.
