Sir: Having previously recommended 2d. Lieut H. C. Freeman, Engr. of my Division, for promotion, I beg to intrude upon your attention again, for the same purpose.

No officer in my command has displayed greater activity and enterprize than himself. In his department his services have been invaluable, Can't you commission him as Illl State Engineer? I hope so, and that you will early do it.
