Governor of the State of Illinois,
Sir:
The bearer of this, Mr. Harvey S. Higgins, is I believe already known to you, but as he again is desirous to engage in the military service of the country, I take great pleasure in saying from a personal acquaintance of several years, that I sincerely believe his intelligence, military knowledge habits, and peculiar aptitudes for the service are such, that he will fully gratify any confidence which may be reposed in him. -
I am often applied to for letters to your Excellency, from my supposed acquaintance with you, but I shall endeavor to recommend to your favorable notice only such as I can cautiously endorse from personal knowledge.
