His Excellency Gov. Yates

Dear Sir I wish to apply for a collectorship or assessor under the new tax law. Will you please do me the favor to send me a recommendation - and information in regard to the modes of appointments, whether the President will make the appointments for a district, or by States, allowing the General officer to appoint his deputies?
