Capt. John Ellwood U.S. Army has been on duty here in Washington for a long time on that very disagreeable duty of paying small bills out of that twenty million appropriation and is very anxious to get into the Field. He is a very experienced and valuable officer and in view of the new Regiments about being raised in the several States it has occured to me that you could assist him in obtaining for him a Regiment in the State of Illinois. it would seem to me that his Excellency the Governor could be induced upon your recommendation to cause him to raise a Regiment under his immediate direction.
