Dear Sir. The 22nd Regiment would like to vote on the new State Constitution and having waited some time for the Commissioners appointed to take said vote and they not making their appearance, I would respectfully ask if we can proceed in any way among ourselves to vote. please instruct us, and any aid that I can render will be cheerfully rendered.
