If you can have it understood with Col. Waters, and there is no strong objection on the part of the Regiment when raised, I shall be most happy to appoint you the Lieut Col.
I mentioned your name to Col. Waters. You had better see him as he may make other arrangements, and I do not wish to interfere with them.
