Sir,

The Subscribers hereto have just learned that 13 new Regt's. of Ills. Vols. are to be raised as soon as practicable. Also: that your Excellency has reserved to yourself in your call the right to select and appoint the Field Officers. We suspect this reservation indicates a determination to select carefully and secure if possible both experience, and skill. In hopes that you will not consider it an obtrusion, and with an eye simply to the good of the service. We hereby recommend to your favorable notice Maj. F. W. Partridge of the 13th Ill. Infantry. He is a Graduate of the Norwich Military Academy was for two years Principal of the Harrisburg Military Institute under the Patronage of the State of Penna. and he has been for 14 months Major of the 13th Ills. He is a resolute,


reliable man, a good officer, and decidedly worthy of a larger field of influence. We cordially recommend him for a Colonelcy of one of the new Regiments.
