Dear Sir,
I think our City Council will be disposed to advance so $50,000 towards bounties to volunteers under the recent call, if it can be done so that we may be credited by the State for the amount in the event of the offer of a bounty by the State. We do not wish to pay this amount and our proportion of the State bounty in addition.
Will you please inform me (by return mail if possible) whether such an arrangement can be effected for the City & also for the County of Cook in case the Board of Supervisors wish to make an appropriation. If it can be, please state upon what terms and conditions as how much bounty for each man and for what number of men, upon what vouchers the money must be paid, and how and when
it will be repaid by the State.
I think it decidedly better that the bounty should be uniform over the sate, else the efforts put forth may retard instead of promoting enlistments.
I think our City and County would be willing to take State bonds issued as proposed by Governor Morgan of New York - should you deem it proper to pursue a similar course.
