Springfield July 22d, 1862

Governor,

I have the honor to acknowledge the receipt of your letter, enclosing one also from Mr. Reed, requesting the promotion of Charles A Lamb of the “Chicago Light Artillery.”

I beg to assure your Excellency that it will afford me sincere pleasure to comply with your request, if possible. The War Department has declined accepting any more Artillery from this State. We have already 24 Batteries: so that the promotion must be made, if at all, in existing organizations. I will however try and watch for an opportunity and remember one who comes so well recommended, and if I can do so consistently, will give Mr Lamb a place.

No more artillery to be accepted from this St. Gov. regrets that he cannot give to Chas A. Lamb of Chicago Light Artillery a place in new battery. Will however at first opportunity find a position for Mr Lamb.
