Richard Yates

Governor of Illinois

Dear sir:

Two of my Neighbors David McCain & Wm Dewitt have sold off all their goods and effects in order to pay all their honest debts and return again to Ohio from whence they came a few years ago this they did before there was made this last call for volunteers or drafted militia. They do not wish to leave the state without your permission and therefore pray you to grant them a pass


beyond the limits of this state I can asure you they are both loyal to the government McCain is rather puisne Dewitt has a serious impediment in his speech so much so that he sometimes has to give up without getting said what he wishes to

I expect to be with you in company with volunteers from this place in a few days
