Richard Yates

Governor of the State of Illinois.

Sir:

Sergeant William James 100th Regiment Penn. Volunteers has for the past three months commanded a Co. of the "1st South Carolina Vols" (Colored) and the Regiment being now disbanded he is anxious to obtain a position in one of the Illinois Regiments now being formed. It affords me much pleasure to testify to Mr. James' capability and knowledge of the duties of an Officer. He is every way worthy of a position in one of the Illinois Regiments
