If it be possible to do so you will confer a great favor upon the service by commissioning Asst Surgeon John M Phipps of my old regt 8th Ill. to be Surgeon of one of the New Regts. Added to 16 months of severe experience He is a man of most excellent sense great industry and is one of the very best Surgeons in the Country. He will cut off a Soldier's Leg or a traitorsHead at a blow and with equal skill In the shortest possible time. Dr L T Trowbridge is the Surgeon of the Regt. He cannot be spared nor could Dr Phipps but for deserved promotion.
