Dear Sir

Allow me to call your favorable notice to the Merits and qualifications of Sergeant Major Otis P. Martin of the 8th Regt of Ills Vols, who has for more than 15 months been a soldier and for most of that time been Sergeant Major of my Old Regt. He is so now. He is a fine drill as well as administrative officer and would make an excellent adjutant or Lieut In one of the New Regiments. I really hope you may find it convenient to avail yourself of His fine abilities In sending Him to some good and responsible Post in your appointments.
