I need not enlarge to you upon the ability and merits of Col. Joseph H. Tucker, at-present com'g. the 69th Regiment at Camp Douglas. I want you to appoint him Brigadier General. He has been mentioned for this place before, and I believe came near receiving the appointment. I hope now his claims will not be overlooked or slighted. His military experience, and high character for capability and courtesy, justifies his appointment at-once. I do not wish this considered a merely formal application, but rather the bringing before your mind the name of a gallant officer and gentleman who
