Dear Sir

Yours of Augt 19th Enclosing authority for me "to issue permits to the citizens of this part of the state desiring to go beyond its limits without intent to evade military duty" is duly recd Will attend to this business to the best of my ability." I have ordered a lot of permits (blanks) to be printed for that purpose and have given quite a number of passes today and I think have put a Stop to a lot of men going to St Louis today evidently for the purpose of evading the military law
