To his Excellency Richard Yates Gov. of Illinois

Respected Sir

Understanding that it is your intention to appoint the Officers of the New Regiments organized under the late call of the Government as far as possible from men who have distinguished themselves in the field, I take the liberty of recommending for a Commission, Orderly Sergeant Cyrus F. Knapp of Co. D. of my Regiment.

He is a man qualified for position by education as well as by military experience and courage shown in action

He would make an excellent adjutant having had much experience in the duties of the Office

Should you commission him a worthy man will receive his reward and the Government gain a good Officer
