His excellency,

Richard Yates,

Governor of Illinois:-

Sir,

Inclosed please find a recommendation from the officers of the Iowa 7th Regiment Infantry & from the officers of Company D of such regiment, of my son Foster Walker of this place, which I trust will meet favorable consideration. He would have been promoted in his own Company after the battle of Belmont, if he had not been absent a prisoner of war, I am not versed in the Regulations for promotions & if this application is not properly made, I hope you will be so kind as to inform me of the true cousre to be pursued. If necessary I can procure a petition with 500 or more names, & can send recommendations


from prominent citizens of this (Hancock) & Adams county. If I have applied to the wrong place & should apply to the war department I also hope you will direct me in the matter & in that event forward these papers to the proper offices or to me with directions where to apply.
