Sir

I would reccommend to your notice Dr J M. Phips Asst Surgeon of the 8th Illinois Inft Dr Phips has been Asst Surgeon of the 8th ever since its organization, and has given many proofs of his skill and knowledge of Surgery, since I have been situated so as to observe. both on the field and in the treatment of dissease in hospital I would therefore reccommend him as one every way fitted or competent for the position of first Surgeon, and from his experience in the treatment of wounded on the fields of Donelson and Shiloh I would recommend him as one suitable to be commissioned as 1st Surgeon of one of the new regiments

Believing that such an appointment would be for the best interest of the service
