Surgeon J.M. Phipps of the 8th Regt Ills Infantry Vols, has been with my Command a long time, and has proved himself an Efficient surgeon on several battle fields. He is a fine Surgeon and a most worthy officer I should be pleased if your Excellency would appoint him as Surgeon in some of the New Regiments now forming
